In the City of London Police, his latter position, Kevan was Deputy Head of Counter Terrorism with responsibility for CT tactics, operations and engagement with the business community.  There, he pioneered and implemented the UK’s first police/business sector penetration testing initiative.  He led on the security planning of major events of national significance, involving Royalty, UK Government, and Foreign Heads of State.

He was the Project Manager for a 7-day major Home Office sponsored counter terrorism exercise, involving circa 750 people that included UK’s full spectrum of counter terrorist assets. The exercise led to changes in national procedures for real incidents.

Before completing 30 years’ service Kevan was a member of the Metropolitan Police Olympic Security Directorate with responsibility for CBRN planning across all UK sporting venues and CT safety & security exercises.

He has delivered counter terrorist presentations to large audiences in UK, Europe and USA.

At The Shard & Bloomberg Kevan worked with developers, architects and consultants contributing to the technical and physical security features during the construction phases and produced plans and procedures for operating the sites.

At The Shard, he introduced the first security strategy, counter terrorism, public order & emergency plans and procedures that proved to be instrumental in successfully protecting people and property and an effective response to multiple incidents. Under his leadership events such as the Greenpeace Climb, Royal visits, Base Jumper incident and building evacuations, which attracted wide TV news coverage, were operationally successful, a testament to the comprehensive emergency preparedness and response plans, supported by a programme of multi-agency table top exercises.

Kevan is recognised for his collaborative approach, which was demonstrated at The Shard when he successfully introduced multi-agency partnership working, including engagement with Government, Police & Fire services at strategic & operational levels. He was a member of the Project Griffin London Board, Deputy Chairman Southwark Community Security Zone and the Project Servator working group.

He is the co-founder of Hi-RIG, a group formed with senior representatives from the signature high rise buildings across the capital with safety, security and building management responsibilities.
