Paul is Security Industry Authority (SIA) Licensed and Security cleared to BS7858. He is also an Associate Industry Sector Lead for Security with the Cross-Sector Security Communication Scheme.
Paul is a qualified Teacher/Trainer to Degree level with vast experience of training senior Police Officers, senior members of the Emergency Services, Local and Central Government Officials.
Paul is the Founder and Senior Course Director of the Paul C Neal Strategic Leadership Academy for Security Professionals.
Paul draws upon his experience as the former Chair of the Security Steering Group, his in-depth experience in Security Strategy and Policy and being a Leader of an In-House Security Team responsible for Corporate Security Operations.
Paul was a Security Advisor within the Construction Industry, with responsibility for the Security Operations of many Major Infrastructure Projects including Crossrail, HS2, Thames Tideway, The Holmesdale and Bell Common Tunnels, Gatwick, Heathrow and Manchester Airports and London Bridge Station.
He was the leader of the Strategic Command Training Team at New Scotland Yard, responsible of the training of all Senior Officers in Incident Management, Crisis Management and Public Order. Also responsible for Contingency Planning Exercises for UK Police Forces and Joint Service Partners. Fire, Ambulance and Government Departments (both Central and Local Government).
A former Secretary of the ACPO (NPCC) Self Defence, Arrest and Restraint Group. Also working with UK Government Departments in Asia, Africa and South America delivering all aspects of Command & Control, Human Rights and Incident Management.
Paul was the leader of the Metropolitan Police Senior Officers Cadre Tactical Advisors Team and the leader of the Training Team responsible for Use of Force, Self Defence, Arrest and Restraint, Officer Safety, Evidence Gathering, Forward Intelligence Teams and Tactical Driver Training
