Aoife Hunt MBESecurity mitigations in large crowds: the safety/security balance. Keeping crowds safe during emergencies such as terrorist attacks involves changing behaviour as well as providing physical protection. The ways that people behave in emergencies can help or hinder survivability, particularly in large crowds where the potential for congestion and crush can be as dangerous as the original threat. Security mitigations can impact crowd movement and need to be carefully considered to prevent secondary risks. In this session, Aoife will explore the current thinking around responses to hostile threats, and discuss what impact measures such as search and screening, hostile vehicle mitigation, and incident command and control, can have on crowd safety. |

Professor Aiofe Hunt MBE
Aoife is a leading specialist in people movement and emergency crowd planning. She has 15 years’ experience in the research and simulation of human behaviour and completed an award-winning PhD in evacuation modelling. Aoife advises on the movements and behaviour of people in tall buildings, hospitals, stadia and events, the public realm, and transport systems across the world. She leads national research projects to advance the safety and security of crowded places, specialising in human behaviour in emergencies and pedestrian movement through security overlays. Aoife is regularly consulted on national guidance documents and is currently co-authoring the chapter on evacuation modelling in the SFPE Fire Engineering handbook. Aoife is co-chair of the Security Institute’s Protective Security Special Interest Group and an Adjunct Professor at the University of Maryland. In 2023, Aoife was awarded an MBE for her services to the COVID-19 response.

Peter is the founder, owner, and MD for FGH Security – one of the UK’s largest privately owned security companies, established in 2003. They specialise in security and crowd management for mass gatherings, sporting events, and PAL’s (Publicly accessible locations). Bluechip customers at FGH Security include adidas, Disney, LFC, Wembley, Under Armour, M&M’s, Glastonbury, Swatch and NBC Universal, to name just a few. Peter holds both an MBA and a BSc in Management Science, plus a level 6 Diploma in Counter Terrorism Risk Management and a Level 5 Certificate in Crowd Safety. Aside from FGH Security, he is an active reservist with the Royal Marines Commandos, Regional Chair of the City Security Council in Manchester, and Vice Chair of the UK Crowd Management Association.
Lloyd Major
Founder & CEO, Halo Solutions
Lloyd has nearly 20 years experience as a police officer and has developed his expertise at the College of Policing, Emergency Planning College and Coventry University gaining such skills as; Officer Safety Trainer, Public Order Trainer, Public Order Tactical Advisor, CBRN First Responder, Crowd Management and Modelling and Safety at Public Festivals and Mass Gatherings and a Masters Degree in Emergency Planning, focussing on public safety and threat assessment for events. A career highlight was working in Tactical Support at the National Counter Terrorism Police Operations Centre between 2016 and 2019, responding to all of the terror attacks and extremist events during that time. Specialising in intelligence, public order, domestic extremism and counter terrorism Lloyd assisted law enforcement and intelligence agencies around the world to increase their resilience by providing operational and training support and insights. Lloyd moved from UK Policing to take up a role in security on the Organising Committee of the Cricket World Cup 2019 and then transitioned to become the CEO of Halo Solutions where he now leads the team in expanding their Halo software around the world.
Dr. Jeff Moore

Dr. Jeff Moore, PhD, is a globally recognized threat analyst and CEO of Muir Analytics, which conducts threat assessments for corporations. Dr. Moore created the company’s flagship product, the SecureHotel Threat Portal, which is the largest and most sophisticated hotel violence database in existence. Dr. Moore earned his PhD in counterinsurgency/counterterrorism from the University of Exeter in the UK. His experience includes being the on-site manager of a planning cell for the US Army’s Plans and Operations Division in the Pentagon, teaching counter terrorism at National Defense University, and executive protection details for the likes of Angelina Jolie and VIPs at the London 2012 Olympics. Jeff is author of two books: “Spies for Nimitz,” regarding America’s first modern joint intelligence agency in the Pacific War; and “The Thai Way of Counterinsurgency,” regarding terrorism in Thailand. He has written more than 100 articles on defense, security, and the energy sector, and he has given briefs to the Defense Intelligence Agency, the Pentagon, the Thai National Security Council, London’s International Institute for Strategic Studies, the FBI, the John F. Kennedy Special Warfare Center and School, and others. He is a Pentagon 9-11 survivor and is decorated for bravery by the US Army. He can be reached at jmoore@muiranalytics.com.
