Job Title:             Technical and Commercial Lead for Physical Security

Responsibilities include:

·         Lead the development of relationships with UK Government departments, UK Police, consultants and other stakeholders; growing recognition of BRE’s LPS1175 standards and LPCB certification and cultivating opportunities to deliver funded technical support programmes.

·         Manage delivery of consulting projects for UK and foreign Governments, agencies, consultancies, end users and other stakeholders, including: overseeing the delivery of projects involving the delivery of research, guidance, standards and product evaluations as well as general technical support and training.

·         Support BRE’s delivery of commercial security testing and certification projects; providing project leadership and sign-off of physical security testing and certification projects as well as technical support to clients.

·         Monitor the external environment; including changes to regulations and standards, market dynamics, product innovation, and client strategies and preferences; and ensure appropriate representation on standards working groups.

·         Develop new standards, schemes and services; including supporting the development of British, European, ISO and other standards as required.

·         Develop and maintain LPS standards and associated LPCB certification schemes to address changing threats and market requirements.

·         Lead the physical security team’s engagement with internal and external stakeholders.

·         Define and implement the physical security team’s business development strategy; including liaison with external stakeholders, business development managers and departmental leads across BRE.

·         Support the head of department and colleagues to ensure:

o    Compliance with relevant internal and external policies, regulations and legal requirements.

o    Complaint investigation.

·         Provide training and mentoring to members of the security team.

·         Providing technical and business development support to other teams across BRE, as appropriate.

Achievements:

·         Prepared numerous Loss Prevention Standards for publication, including: LPS 1175 (Issues 7 and 8), LPS 1224 (issue 3), LPS 1225 (Issue 3), LPS 1242 (Issues 1 and 2), LPS 1654 (Issue 1), LPS 1270 (Issue 1), LPS 2081 (Issue 1) and LPS 1673 (issue 1). This involved researching issues to be addressed by each standard, drafting each standard, conducting stakeholder consultation and promoting each standard once published.

·         Represented BRE on national and international standards committees including: BSI-GW/2 (Safes), BSI-B538-WG2 (Locksets), CEN WS 45 (Vehicle Barriers), CEN-CWA17260 (Hectos) and CEN TC263 WG1 (Safes).

·         Represented BRE on relevant international round robin peer group meetings (e.g. EFSG and Foxclub).

·         Represented BRE at trade association meetings (DHF, Eurosafe and PSSA).

·         Joint author of the BRE publication “Security glazing: is it all that it's cracked up to be?” (ISBN 978-1-8406-305-1) in 2013.

·         Prepared guidance documents; including BRE guides “Securing your hotel” and “Façade security standards, and HM Government guidance on security doors and shutters.

·         Presented at several ‘HM Government’ security conferences as well as several other conferences and seminars around the world.

·         Represented BRE on panel discussions at several international conferences, including: ASIS Middle East 2017 (Bahrain, November 2017) and Data Centre World Security Conference (March 2017).

·         Managed the delivery of the LPCB live testing feature at exhibitions in UK and abroad.

·         Delivered physical security standards training to: CTSA’s for NaCTSO as part of their foundation course, pathogens and toxins course and radiological materials course; Design Out Crime Offices (Police); Security Managers; and contractors delivering major security programmes within critical infrastructure and other sectors.

·         Secured recognition from Royal Oman Police for BRE’s forced entry testing of fencing systems; resulting in us becoming the preferred supplier of testing services as part of their oil and gas protection programme.

·         Secured recognition from US Department of State for conducting FEBR evaluation testing; the first laboratory outside USA to secure such recognition.

 

Job Title: Certification Scheme Manager

Position dates: October 2001 - June 2006

Responsibilities:

·         Managed the physical security certification business, including line manager responsibility for two member of staff.

·         Tendered for a project for Office of Deputy Prime Minister to develop methods of entry training for UK fire service, working closely with Fire Service College.

·         Commissioned testing of physical security equipment and building hardware.

·         Reviewed test and audit results and preparing certificates.

·         Assessed extensions to scope.

·         Prepared and reviewed proposals.

·         Chaired the LPCB Security Expert Group.

·         Maintained UKAS accreditation for panic and emergency exit hardware certification schemes.

Achievements

·         Prepared the 'Standards, Specifications, Layouts and Dimensions - Internal Doorsets in Schools' for the Department for Children, Schools and families (DCSF), working closely with the department's chief architect and the working group chairman.

·         Prepared guidance and training manuals for UK fire fighters covering methods of entry into buildings, funded by ODPM.

·         Introduced the development testing service; a radical new approach to getting manufacturers on board by embedding our testing into the core of clients development programmes.

·         Extended BRE's physical security testing service to include testing at manufacturers own premises.

·         Completed a research project for Metropolitan Police on security of hotel doorsets and prepared a standard (LPS 1268) covering the security, fire and acoustic performance of hotel and apartment doorsets.

 

Job Title: Schemes Manager

Position dates: April 2000 - October 2001

Responsibilities included:

·         Managed the physical security certification business.

·         Commissioned testing of physical security equipment.

·         Reviewed test and audit results and preparing certificates.

·         Represented BRE at meetings with Cabinet Office, Home Office and ACPO, and developed relationships with them.

·         Represented BRE at trials undertaken by Home Office Scientific Development Branch (HOSDB)

·         Managed the development and maintenance of existing LPS standards and schemes.

·         Secured and maintained UKAS accreditation for panic and emergency exit hardware certification schemes.

Achievements

·         Managed transition of projects onto BRE systems and conversion of operating processes and procedures used within the physical security team into BRE's quality system.

Responsibilities include:

·         Prepared technical standards, publications and operational procedures.

·         Day-to-day management and coordination of listed firms and applicants, both in relation to quality and product certification.

·         Prepared test schedules, obtained estimates, authorised and coordinated test work at approved test facilities.

·         Assisted in the preparation of test and quality system assessment cost estimates for certification applicants.

·         Prepared certification agreements.

·         Handled sales enquiries.

·         Collated reports for testing and quality assessments and prepared certification reports for authorisation.

Achievements

·         Wrote the LPS 1228 standard for the Cabinet Office.

·         Developed and launched accredited schemes for certification and CE marking of panic and emergency exit hardware and organised a launch conference at BRE attended by over 100 delegates at which I arranged presentations in support of the schemes from several leading industry experts.

·         Updated the LPS 1224 database standard (Issue 2) and LPS 1225 asset marking standard (Issue 2), bringing both up to date with modern technology and threats.

 

·         Represented LPC on the ABI Crime Panel, as well as the Home Office's Property Crime Reduction (PCRAT) and Vehicle Crime Reduction (VCRAT) committees.
